Reflog problems after garbage collection killed

    Description

      I'm starting to implement garbage collection on the OSG stratum 1 (testing on the ITB system) and have had a couple of problems with the reflog. I had errors from snapshot saying:

      no reflog hash specified but reflog is present

      Does that have to be a fatal error for snapshot?

      In the same condition, running cvmfs_server gc on the same repositories gave this error:

      My workaround for both problems was to remove the .cvmfsreflog file in the repository. I was aborting some garbage collections during my testing, so I figure that was how it got into the condition.
