Selecting multiple repositories by wildcard is broken in cvmfs_server

I didn't realize that many of the cvmfs_server commands are designed to accept multiple repository names by shell wildcard. However, it doesn't work properly. It first attempts to match the wildcard in the current working directory, and only if that doesn't match anything will it look in /etc/cvmfs/repositories.d. This is especially obvious if you try to match "*".
