cvmfs build fails on centos7.3, in externals/build_c-ares

    Description

      The OSG software team's el7 build machine has been upgraded to centos7.3, and now cvmfs rebuilds of cvmfs-2.3.2 fail in externals/build_c-ares. The compiles work, but a link fails:

      I reproduced the problem on a clean centos7.3 VM. The same failure happens on the cvmfs-2.3 branch. It also happens on the devel branch, the same undefined references, although the output looks a little different, I assume because it is upgraded c-ares-1.12. I tried for a while to figure out a fix or workaround but didn't have any luck. Compared to an el7.2 build, it appears that libtool is producing less output. That's as far as I got.
