New geodb is not loaded into the geo api until apache is reloaded

      Description

      The BNL stratum 1 geo api was returning the wrong geo ordering long after a geoip database update had fixed a problem.  I figured out that it's because there's nothing causing the geo api to reload the data when it changes.  One possibility is to change the cvmfs_server script to reload apache, but that can be disruptive to existing connections.  It's probably better to have the geo api code periodically check the timestamp of the DB file and do its own reload of the file when it changes.
