Debian 11 is out and should be added to the build & test and apt platforms.

As of ~~CVM-1778~~, there are many LIGO sites based on Debian (and we are also migrating our desktops from Ubuntu 18.04 to Debian 11 for reasons summarized for example in ROOT-10878).
