cvmfs client not failing over on truncated catalog

We've currently got a situation in the OSG distribution where one of the stratum 1s have a truncated primary catalog. That shouldn't be a fatal problem because the other two stratum 1s have a good copy, but the cvmfs client, both versions 2.1.14 & 2.1.15, are not failing over. Attached is the output of CVMFS_DEBUG_LOG of a 2.1.15 client having the problem. It should be easy to reproduce.
