Allow for External Masterkey in `cvmfs_server mkfs`

Creating repositories share a single master key and therefore also public key file is not easily possible at the moment. Introduce the possibility to pass an existing master/public key file to `cvmfs_server mkfs`, comparable to `cvmfs_server import`.
