Garbage Collection leaks empty temporary files

      Description

      Each garbage collection run seams to leak a single (empty) file in /var/spool/cvmfs/<repo>/tmp. At first glance it appears to be happen when traversing the resident catalog root chain. When hitting the first non-existent catalog the download destination file seems to be created but not properly cleaned afterwards.

      Need to extend the GC integration tests to reproduce that and fix.
