      Description

      There no good way to infer from the ROOTConfig.cmake the version of python used to build ROOT. One could parse the PYTHON_LIBRARY and look at the ending, but I don't think this is a good solution.

      The problem arises when I am trying to build my own project against ROOT, I need to know how to cmake configure my project, based on which python version a given ROOT build supports. There might also be a case where ROOT was built with Python2 and the subsequent build of the dependant project finds only Python3, in such a case a handle is needed to abort the cmake config.
