TTree::TClusterIterator::GetEstimatedClusterSize broken for ROOT File with clustering disabled.

If a file was created with the clustering disabled and FlushBasket is either not called or the file was created prior to incorporation of https://github.com/root-project/root/pull/2412, then TTreeClusterIterator believes the cluster size is 1.
